It's from date of receipt at the Buffalo CHC. The 10 months' processing time only tells you about the processing time for people who submitted 10 months ago :) It's problematic to use it as a guideline for future processing, because current processing conditions are not the same as they were 10 months ago.
 
Agree with jes_ON. The best you can do is to apply as soon as you qualify and make sure you submit a complete package.

BTW, the 10 months processing time is from the date of receipt of a complete application package at Buffalo. So if you send an imcomplete application and they send back after 6 months requesting for more documents, the 6 months and any months spent in posting documents won't be counted in the processing time!

Please advise if there are any other language testing centers besides IELTS. I received a letter from the Immigration Regional Program Center in October in my returned CEC application stating I could use CELPIP but there seems to be a discrepancy. We missed the June 26 deadline due to my fingerprints not being readable so my application was returned.

Also, due to "unreadable" fingerprints letter from FBI my time sensitive materials are no longer valid. Can you please list exactly which materials need to be in by a specific timeline for Canadian Experience class and if anyone has any advice on how to juggle the time sensitive documents so that they all are valid upon completion of the application, I would appreciate it very much. Thank you.

Hi Trena - the OP 25 continues to state that only the IELTS will be accepted for CEC class. In contrast, the FSW Program accepts IELTS and the CELPIP. This is inexplicable, but it is. There was a bulletin a couple of years ago confirming that CELPIP would be accepted for FSW but not CEC, and it does not look like that has changed. I believe that whomever wrote the letter from the RPC simply made a mistake. Given that you are planning to submit a new application, you cannot rely on this letter, so, just take the IELTS. Lousy requirement, to be sure.

If you had submitted all the other documents and a statement regarding your efforts to obtain the FBI cert and that you would forward it upon receipt, you probably would have been OK. CIC appears to be a little more understanding of late regarding the challenges of obtaining the PCCs. I certainly can't offer 100% guarantee of that, but, that's about the only item on which you MIGHT get a little leeway.

What other time-sensitive materials? Your IELTS results are good for 1 year, get that taken care of first, then the PCCs. Not sure what else would be time-sensitive. If you have to obtain PCCs from multiple countries, that can be tricky, to be sure.
