Guys,
The only impact I see on high skilled people -
lmo will be now lmiA(with huge fee increase)

Apart from this, what else changed for high skilled professions?

- Like all LMIAs, validity reduced from 2 to 1 year
- 2 year maximum (instead of 4 years) permitted as a TFW ? (Not sure if that applies to all or not)
- Employers subject to inspection, stronger penalties

Are these new rules applicable for Noc A? Noc is 2174 and paid above median.

Companies will also be required to re-apply each year to hire low-wage temporary foreign workers, instead of every two years. They'll pay more for the privilege, too: $1,000 per employee, up from $275.
I think this is only for low wage jobs irrespective of skills.

Reducing the Length of Time a Temporary Foreign Worker can Work in Canada
To ensure foreign workers are coming in on a truly temporary basis and that the program is used as a last and limited resort, and to encourage employers to make even greater efforts to hire and train Canadian workers before seeking temporary foreign workers, the Government will reduce how long a temporary foreign worker in the low-wage stream can work in Canada.

Again only low wage jobs.
 
So govt is telling employers who are hiring foreign workers to increase wages or else new rules and restrictions will be applicable. For which employer will say why should I hire a foreigner with same salary unless it is a unique skill. Ultimately forcing employer to hire a local.

That's the plan looks like!

Honestly, that was the original point of the TFW. Looks like they are just enforcing it stronger...

Yes, but even if that point is addressed, duration and reevaluation of permits will still be a pain which is needless and doesn't make sense IF ... all other requirements of the program are genuinely met.

I really don't think the 2 year change would impact highly skilled positions (since NOC 0 or A were already exempt from 4 year any way). If that is done, it would be weird though. Employers cannot "produce" local lot of people or specific needs for which they got people with specific skill set. But yes may be most of them get PR's in a while and hence effectively be Canadians - but that is a different story.

Any way the separation of tfw program from a mobility program sounds vague to me and seems more like a way for the "evil employers" to get away with what they need. The reason is that the biggest hurdle i saw for non genuine tfw's was to prove to specialized needs and the fact that they tried hiring Canadians first.

The mobility program seem to impose no such restriction. So i really don't understand how this approach is going to help resolve the problems Canadians cited regarding misuse of the program.

Looks like there is nothing called NOC for tfw. All rules are based on wages now. so if you are getting paid less than median all the rules are applicable.
 
That's actually even better, though i am not sure if you are being paid well beyond the median wage, would you have any exemption from time restrictions at all.
