Hi,

Yes you need to send PCC to CIO and also dont forget IELTS should be General Training not Academic.

Besides, you need to send copy of the whole documents in the list of CIC in order to be reviewed by CIO.

Check carefully. I think you may need to send all documentation to CIO itself.

Yes, you will need to send the original PCC (plus translation by an accredited translator) and original language results (IELTS, CELPIP and/or TEF) and ALL the documents as requested in your visa office specific instructions to the CIO. They have eliminated the step where you send the documents later, separately in the 120 period, to the visa office you chose in your application.

Whether documents are originals or certified copies depends on your visa office specific instructions.

Look at p. 17 of the manual (http://www.cic.gc.ca/english/pdf/kits/guides/EG7.pdf):

"Make sure to consult the document checklist (IMM 5612) and the Visa Office specific requirements (supporting documents) for your country at: www.cic.gc.ca/english/information/applications/skilled-mission.asp
to determine what documents you will need to provide. If you are not prepared to submit full documentation to the CIO do not apply now.
If you do not submit a complete application with the supporting documents, your application will be returned to you."

and at Q9 of the Backgrounder (http://www.cic.gc.ca/english/department/media/backgrounders/2010/2010-06-26c.asp) which addresses the elimination of the simplified application

Full documents means all the documents related to work experience, education certificate, transcript, marriage certificate, relative documents etc...

Its confusing but I think they only want the CHC checklist, not all CHC documents, otherwise they would have included all those documents in CIC checklist but It is confusing and could go either way. I would wait a few days to submit until it is crystal clear.

You need to send all documents at time of initial application now. Look at the links in the thread

In special instructions from local visa offices, ussualy it is specified which document we need to send, so in some fields we can see instructions like "ONLY PRINCIPAL APPLICANT" or "ALL APPLICANTS". There is not such thing in IELTS section, so what do you think people? Do I need to send IELTS result just for me as principal applicant, or my wife has to take IELTS exam with me at same time?

Only Principal Applicant should take IELTS.
