In the new ruling the CIC has said that a maximum of 20,000 Federal Skilled Worker applications will be considered for processing .......

On what basis these 20,000 applications will be selected ?
1. On first come first serve basis ? ;or
2. On best 20,000 app. ? ;or
3. any other criteria ...?

In addition, all federal skilled worker and Canadian Experience Class applicants must submit the results of an independent language test before they will be considered.

How does this thing vary from the previous one ?
Is there any change? If yes, what are those ?
 
and one more thing ......

My father needs to apply in the skilled labor category ....... and he does not have job offer from Canada but has cleared all the licencing exams in Canada for the job...... worked there for 1 year ....... Is he eligible to apply the applications in the option of "applications with an offer of arranged employment.". ?

Before, applicants weren't required to take a language proficiency test. It was just a recommendation to submit one. With the new rule change, everyone is required to submit a language proficiency test result.

Earlier there was an option to submite a wriiten explaination for your language proficiency, that is not there any more

IELTS is must for everyone and same needs to be submitted to CIO
 
and the one year time period is from 26th june to 25th june of next year ?.......
which means the next 20,000 applications will be considered from 26th june 2011 ?....

As per the new ministerial instructions effective 26 June 2010 they will accept only 1000 applications per NOC & max. of 20,000 applications for the year 26 June 2010 to 30 June 2011. Thereafter the year will start again from 1 July 2011 upto 30 June 2012. If you see the new mailing instructions, you now have to write your Category (FSW-1 or 2) & NOC on the envelope itself. That's how they will filter the applications without opening them. And reject all applications after reaching the cap of 1000 for each NOC.
