I am third year student of University of PEI and currently living in Canada. I have more than 1560 hours of part time work experience as a Shelf stocker in Walmart. But I am not graduate yet. Can I apply for the essential worker stream as I hold 1560 hours of work experience and IELTS GT band 6.5?

No, you have to be graduated already and be on a work permit. Please be advised your work experience whilst a student does not count towards your work experience for immigration purposes.

Hi, can you help me with how you found out about this. Thats true for express entry through CEC. Nowhere in public policy this is mentioned. This is a public policy and not express entry through cec. Thanks in advance.

That's incorrect,

IRCC specially mentioned "
  1. The employment described in both a) and b) must meet the definition of work under subsection 73(2) of the Regulations, must have been authorized pursuant to the Act and Regulations and must not have been self-employed, unless working as a medical doctor in a fee-for-service arrangement with a health authority;

According to those regulations, 73.2
Definition work

(2) Despite the definition work in section 2, for the purposes of this Division, work means an activity for which wages are paid or commission is earned.

Students are authorized to work, so unless IRCC says specifically that students can't use their experience while they were on SP, you shall be good.

If I understand you correctly you are a student on a study permit right? Hence the only stream you would qualify for if you woulda been a graduate and on a work permit is the International graduate stream.

Again no where does it mention that. You can be an essential worker and still qualify. International graduates have no work experience needed, and that's only to boost immigration right now.

Until IRCC says student experience won't count, you can still apply.

International students would require to be employed at the time of application as well so I'm not sure what you mean by no work experience required!

Yes they need to be employed in any occupation, I'm trying to emphasize my point that essential workers even students in those specific NOC's qualify for "essential workers stream".
