In noted that it has gone from 45 days to 100 days to process new PR cards. An election promise from the new Liberal party was to expedite the immigration process and assign more resources. Anyone have any ideas why it has slowed down?
 
To answer your question about why it has slowed down, card processing times fluctuate regularly due to volumes.

To answer your other question, when the Liberals made this promise, I suspect they were referring to the processing times of actual PR applications.
 
You really expect the new government to make changes that quickly (3 months) to a program that's been in place for years? Be realistic! Also, it could be that the increase in applicants being approved increases the processing time. Simple supply and demand.
Unless you are planning to leave Canada soon, the need for a PR card is limited. Your status can be confirmed by your landing documents in your passport for anything you need.
