Hi i am in Ontario.

Situation: i have been a permanent resident since June 2016. met the LICO threshold for my 2016 tax return of which i still haven't received my NOA. i have to apply for multiple entry visitor (TRV) for my parents. i intend to use my tax return submitted in 2017 plus bank statement and recent pay slips as proof (since i haven't received 2017 T4 as yet).
Question:
1. do i have to proof LICO compliance for 3 years or can i apply even now (since i didn't see 3 years requirement on cic web page)
2. in the absence of receipt of my NOA, are the supports i am giving good enough ?
3. is it important to provide travel insurance as well (my parents are 63 & 83 years old) ?

If you are just inviting your parents to apply regular visitor visa (and not super visa), you do not have to meet the LICO.
