New Member | Need help finding college/program in Edmonton

Hi, I joined this site awesome site yesterday. I'm confused about finding a program related to my field.
Educational Details
10th - 2008 - 68%
12th - 2010 - 67%
B.Tech - 2014 - 67% (Few backlogs but cleared within academic time)

Work
Dec-2014 to till date - Science Guide at Pushpa Gujral Science City, Kapurthala - Its a Technical level Govt Job (On Contract Basis)
Jun -2014 to Nov-2014 - Web Designer at local private firm.

I want to join a PG Diploma or related course and would like to avoid MS. Please suggest me all the programs available.
My first preference for college is in Edmonton, because of some reasons:

#1. Should I go for Certificate Program at NAIT. Few consultants said it won't be a good thing to go for these programs.
COMPUTER NETWORK ADMINISTRATOR at NAIT (Credential: Certificate - Credit)
OR
Information Security at Concordia AB (Graduate Diploma)

#2. What is SPP?

#3. What is the difference between studying in Alberta and BC.

#4. What are these credits and what is passing percentage for examinations.

#5. Minimum IELTS required. I'm yet to appear for IELTS.
