New LOE before deadline - when?

I was hoping to get some advice from you folks..

I submitted eAPR with LOE for a missing PCC. They have given me a deadline of July 16th for the PCC.

I know that I will not be able to obtain the PCC by the deadline (with a good reason).

It looks like I need to write them another LOE to explain about my situation- why I will miss the deadline and when I expect to get the PCC.

They have provided me a spot for the upload and I'm thinking to put the new LOE there.

My question is: When should I upload this LOE?

- As soon as possible so that they will know upfront my timeline and I'll get a chance at fair review.
- or wait a month or so and see if my PCC application has progressed though this is unlikely? Any downsides/upsides to waiting to send them an explanation? Will they just outright reject my application? Deadline is July 16.

My advice :

Let them know as soon as possible. Have a positive tone and write something like:

I have followed the procedure and applied for it. But based on the processing time, you have reasons to believe that it will not be ready by the expected deadline. You have to tell them, provided it becomes available by the date you will upload it without any delay, but if it is not the case, ask them a new deadline for uploading it as it is beyond your control.

Do not submit this on the request place holder. You have plenty of time to get the CSE Reply !
So raise a CSE to let them know. If by the deadline you have not received CSE reply, you can upload the same CSE and there CSE acknowledgement to the PCC place holder. BUT don't upload a wrong document to this place holder.

-- CSE and explain them reasons, and by when it will be available. Ask for an extension to it.
-- If you have CSE reply by that time, well and good. If not just 3 - 5 days before expiry, upload same CSE in the PCC placeholder and their CSE acknowledgement email.
