I was working with a positive LMIA work permit as a skilled worker until my company laid me off 2 months ago. I have 1 year left on that work permit but it is a closed work permit tied to that company. I was offered a new job from a new company that started a new LMIA application 3 weeks ago. My question is, am I under implied status while this decision is being made? I read some posts that talk about implied status while LMIAs are processing, but I'm not sure if that applies to me or not. I have been living off of my savings for two months and would like to start working as soon as possible.

Is there anywhere I can call to get information about this? The immigration office never seems to have any answers.
 
No - you are not under implied status. And even if you were, that's not how implied status works. Implied status would allow you to continue working for your current employer. It does not allow you to switch employers since you're currently on a closed work permit.

You cannot start working for your new employer until your new work permit has been approved. You still have a while to wait unfortunately.
