New Immigrant to be qualified for Canadian University Education

Hello Everyone,

I need a quick tips.

Suppose a person who has a Master Degree of Law in Vietnam and will be immigrated to Canada.
His law degree will not be recognized in Canada, so he must re-do his study all over again. Is TOEFL is the only test that he needs to pass in order to have a chance of acceptance into a University?
