NEW DELHI VISA OFFICE IS VERY VERY SLOW??? WHY??? IS IT DELIBERATE???

It is visible that New Delhi Visa office is very very slow post JUNE 26, 2010.
Why? Is it deliberate?
Infact it is slow all over the world and CIC Syndey,Nova Scotia too.
It smells some thing is coocking??
