I think there seems to be some mix up in reporting on this portal. Not sure if the below comment refers to revamped FSW program or CEC ?

The Minister, Jason Kenney has informed that the micro details of the reached program would be published in the first half of the coming year. Also, the New Year would accept a very few number of applications.

yup, from what I know the new rules for the FSW will be entered in force by July next year, and CEC will be in January 2013.
Someday in December they should make the announcement.
