New application..Please advice

Well, After reading the forum on PGWP vs Convocation issue..I started filling the immigration forms again..so they are ready to go as soon as i am rejected..Few questions

1. How long will my IELTS score valid, and how to ask for another copy of it
2.I assume I have to apply for new PCC now, now since they no longer operates from calgary I probably need to send to vancouver for it ( How long is processing time)
3.I got lay off in March, Can i apply based on old work experience.

Note. Language test results must not be more than two years old at the time of application, and must include results for all four language abilities.

The current language proficiency thresholds are available on our website at: http://www.cic.gc.ca/english/immigrate/cec/language.asp

2. PCC should not be older than 3 months by the time you submit your application, so you'll need a new one, I guess.

3. Yes, you don't have to be employed by the time you apply. See quote from Instruction Guide below.

What are the requirements?

All applicants must have:

- maintained temporary resident status during their qualifying period of work experience, and provide documentation to establish they had legal temporary status in Canada,
- acquired at least 12 months of full-time (or the equivalent in part-time) skilled work experience in Canada in occupations that fall under Skill Type 0, or Skill Level A or B of the National Occupational Classification (NOC),
- obtained the required work experience within the 36 months preceding the date their application is received,
