New application for CEC, need some guidance

I need some guidance how to apply for CEC if there is any post or video.
I already applied for BC pnp paper applocation but its going to take long time and I complete 1 year canadian experience in NOC B and got good ielts score so would like to apply for the CEC as I heard its faster
Also I worked for 1 year and still working there since 31-12-2018 but in my record of employment total hours insurable is 1542 hours is that acceptable to apply

You can't just apply for CEC. You need to submit an Express Entry profile and need a CRS score high enough to get an ITA.

You need to create an Express Entry profile and based on that information you'll be deemed eligible to one of the programs managed through EE.

In terms of CEC eligibility, you need to have worked for at least 1560h over a period of 1 year (52 weeks) or longer to qualify (besides other criteria).

And as @canuck_in_uk already explained, you don't just apply for CEC, you are invited to apply under this stream provided you meet the criteria.
