I would think that although I am not a medical professional that anyone with a brain tumour would first need a serious medical assessment whether they were fit to even board a plane for a long haul trip.

This is apart from the tremendous cost of treatment not covered by visitor insurance plus why Canada anyway given there are many countries that are equally capable of providing treatment, still probably very expensive though.
