Once clearance done at the US border, Can I just walk across to Canada where my husband will be waiting to pick me by a rental car?
I am flying next month

"Clearance" will happen on the Canadian side - not on the US side.

That's a bad idea. Your husband doesn't meet RO. He should avoid leaving Canada for 2 years.

I badly need help.

You really don't seem to understand this rule. His valid PR card is irrelevant to the residency obligation.. With or without a valid PR card, you can be reported for not meeting the RO just based on the last 5 years from when you try to enter Canada. So if your husband leaves Canada, he risks being reported upon his return and having his PR status revoked.

If you fly to a US city you can take a bus to the US side of border. Then walk, rent a car or ask a taxi to take you across. Your husband can meet you on Canadian side.

As mentioned though, upon entering Canada you may be reported and will need to then go through appeals process.
