Need URGENT assistance for start up program

I need your urgent advice/help concerning Entrepreneur Start-Up Visa Program. I want to clarify the following 2 questions:

1. Per program requirement
No more than five foreign nationals may apply for permanent residence as part of the same business venture under the Start-Up Visa Program. Does every member needs to have IELTS or just main applicant should have it???

2. Whether it is required to use angel investor funds to start business or venture 5 members can secure their own funds to apply for the program??

I'll help with the second question. It is mandatory that you secure support and funding from an angel investor fund (designated organization).
