So, finally i managed to get 464 CRS Points and i just updated my profile.everything seems to be ok now and i am hoping i will get ITA in 4-5 months.

But one thing which is bugging me is that is my decision ok.?
I am currently in US for last 9 years (exact 9 years ago i landed in US today).i am on H1B (first term) and Labour is just filed by my company.i am working as a regular employee of a company and earning around 90k and living in pasadena,ca.my job profile is Manual tester and from past 5 years i havent done much career wise at the company.progress at job is impossible and honestly there is nothing much to do as i am not learning any new skills. future in US seems bleak as changing jobs on H1B is a pain and to relocate in other state is another struggle.

Please suggest me if i should go to Canada or continue to live in US

In 6-8 months you may have your canada PR or in 6-8 years you may get your US EAD/Green card.. You may or may not get same job/perks in canada... Everything else is the same except weather which will be much colder.. For a desi it may be your life's most important decision... :)

If your problem is related to the job being stagnant then there are no guarantees that you would fare better in Canada as well. Money wise you may not earn a similar amount in Canada as a Manual Tester. I'd advise you to upgrade your skills in automation if you want to break out of the stagnance or you should aim for a few certifications e.g. ISTQB / CSTE etc.

At your CRS you can expect to get ITA sooner than 4-5 months as per your expectations, you can apply for the PR and in parallel evaluate your options for moving to Canada vs staying in US for somebody to sponsor your green card.

when you say "apply for the PR and in parallel evaluate your options " could you please tell me how much time i get to respond to ITA as well as once i say yes to ITA ,How much can i delay my decision to finally move to Canada
 
Canada has relaxed work culture and people tend to enjoy life rather than slogging in offices. But money wise Canadian IT salaries are no where near US. Also, coming from California, Canada may look to you like Texas or little rural , little backward.

Canadian people are very genuine, very polite and surely not money minded and certainly not like dog-eat-dog work culture of US. But again, everything in Canada is pretty expensive than US, shopping choices are very less (Try comparing amazon.com and amazon.ca) , weather is extremely cold, taxes are very high and cash in hand from job is pretty less. And except major cities, you don't have many weekend getaways or large number of tourist attractions like US.

On the greener side, Canada has clean, pollution free environment, easy immigration policies, welcoming people and relaxed atmosphere.

Bottom line, if you are well settled in US then it makes more sense to continue there rather then starting from absolute scratch in Canada

Just my opinion, please take your own call.

With 464 points...had you created your application earlier. You would've received an ITA by now. I'm not going to tell you how to live your life but here's my thing. Permanent Residency in Canada will give you infinitely more freedom than an H1B visa in the states. In my opinion...there would be nothing to lose really by applying. Worst case scenario, you don't get PR but you're still employed. Best case scenario, you get PR and now you have the freedom to move around in Canada and change jobs as you please with no hassle of dealing with immigration. Plus as other people said, in general...Canada is nicer to live in general overall..yes we make less money, higher taxes, weather (Depending on where you live) etc. but that doesn't mean you can't have a great life here as well. I live in the maritime provinces....much smaller cities than toronto/vancouver/montreal etc...but I love it here.

It's up to you though

You have 2 months to file your application from the day you receive your ITA. Post filing your application the 'committed' / 'targeted' timeline for visa processing is 6 months and then if you get a PR then they may give you a date of entry which would not be any later than the validity of your medical tests ,so in all you have approx 8+ months from getting an ITA.
