Whoever told you he didn't need to apply for anything was wrong. He should have applied to restore his status and change his status to visitor in order to remain in Canada legally to wait out the processing of his PR application.

It's not good that he has been living in Canada without status for six months. But what's done is done.

It's really impossible for any of us to say what will happen when he tries to re-enter Canada. This is up to the official he speaks to when he arrives. It's quite possible he will be allowed in without any issues since he holds a visa exempt passport. However there's also some chance he may run into issues due to the overstay. Again, unfortunately it's impossible for any of us to say.
 
Based on what you have written, he is waiting for his PR application to be approved - not for his PR card to be mailed. He would only be waiting for his PR card if his PR application had already been approved, he had already received the COPR (confirmation of PR) and he had already "landed" in Canada to officially become a PR. Has he done all of this?

Having a PR application in progress does not give him status in Canada. So unless there's information you haven't included, he wasn't on implied status - he was out of status during that time.

If he reapplied for a work permit again after he was refused the first time he reapplied - and he didn't also apply for restoration - then he's going to be refused and this second application really has no value or meaning.
