I have Canadian PR card which will expire on Aug 2016. However, I am already not meeting the residency obligation. That is why, I want to apply new application for permanent residency under FSW.
Since, I don't meet the residency obligation, am I already eligible to file new application? Or, should I file Travel Document (IMM 5529) first to make sure I have lost my permanent residency? Or, I must wait until 2016 to get my PR card expired? Please suggest.
 
You have to give up your PR status first. You should be able to contact your local Canadian embassy to do this.
 
1. For your 'give up' PR type voluntary relinquishment in the search function.

2. For your overseas job type 'Canadian Business' in the search function.

You will get multiple threads with multiple discussions on the 2 subjects...a short summary for 1 file a PRTD stating you don't meet RO and waiving all appeal rights for 2 sorry no dice it doesn't count for maintaining the RO.
