Need suggestions regarding reapplying after refusal

Hi friends
As I mentioned earlier today that my CEC application got rejected.. What should be my next step ??
Should I go for judicial review ? ( what is the success ratio)
Should I reapply under new rule ??
Should I apply for lmo since I am currently on a study permit valid till August 2014 but I am not studying currently ?
Should I actually study ? ( I don't want to pay an international student fee again )
I am married and my spouse is a permanent resident but the issue is our marriage was not registered in India and we came here so there is no way for me to get my marriage registered in Canada
Please suggest

Cant u apply for PR again and Get BOWP..There are more chances that you will get your PR before august. Judicial review wont be a good way uunless you are 100% sure that reason doesnot make sense

In order to get bowp you need to have a work permit first.. I don't have a work permit
I am ona study permit

When ur finishing ur school ? I know u can get PGWP only once so is ur course will get u any wp ?
Since u fall under CEC new rules now I think applying again can be a good idea

Problem with applying again is the wages ... They questioned my $22 for some reason .. My t4 show 36000 when it should be 39000 but that's because I went back home for vacation
