I'm coming to Canada from the UK in a few weeks, and I will be allowed in Canada for 6 months for visiting. My wife was refused permanent residence in the UK, she is a Canadian citizen. Can I apply for the spousal visa as soon as I get into the country or do I need to apply for extension before I can apply?

You can apply for PR now, just apply outland. There's little point in waiting. You can still "live" in Canada while it's processing.

Correction: You may be allowed 6 months, but it's up to the officer that you encounter when you arrive as to how long you can stay. The maximum for a visa-exempt visitor is 6 months, but it is NOT guaranteed.
