need quick answer - docs not returned for FSW cap filled up

I had applied for PR under FSW 3 months ago. But the NOC cap was filled up as soon as my doc got received by CIC.
Will I get my documents returned? will there be any doc number generated for the same? will I have to mention anywhere if I apply under EE?

Will I get my documents returned? Yes, definitely, your package will returned by CIC along with fees.
will there be any doc number generated for the same? Not sure, But I think UCI will not be allocated to your file.
will I have to mention anywhere if I apply under EE? Not Sure, but I think If UCI number allocated, then you have to mention the same. Otherwise NOT
