When you apply and send you application to Sydney, you need to pay only ($550). later stage when you submit documents to local visa office, its optional if you want to pay that time for RPRF fees ($440) or just wait for visa office request. They will request RPRF when other all is done from their end.
If case rejected, you will get back your RPRF but not the fees that you paid in start of application. That fees is non-refundable in case of rejection. But also depends, if you case rejected because of not in NOC or let say at Sydney stage, you will get back your fees as refund. Hope this helps.
just for avoid confusion.......regarding Fees if application will reject both fees (application and PR) will be refund or only PR.

Its always better to have consultant because they know more than you and if you dont have any problem with the money then definetly hire a consultant. People also submit by themselves but i have seen applications been sent back because they were completed wrongly or some information was missing which is just a loss of time.

i am really thankful to you.........you have just finished my confusion.....i am also in favor of consultant.......because i think if i made any mistake all thing go wrong and at that time i lost both time and money.....

Consultant don't do any thing other than just filling up forms, just for filling up forms you are recommending a new member for pay $$$$?
Sorry buddy, does not mean to offend you but this forum is for volunteer people who help each other. Hundred or people learn from here and got visas with no consultant. Hope you understand what I mean. Thanks in advance.

Exactly, I am agree with you. I am sure that's because they did not asked here or they were just careless. If you read stories of people whose application came back, you will read many things similar this " I was not sure for this box, so I left blank and my application was sent back... and etc" . I did not say you are forcing, I am just advising you, You, Me and all forums members, we are volunteer here and our mission is to help people where they need, save them from hassle, save their time, confusion and $$$$.
