Getting a PR is not as simple as yes or no. There are multiple factors involved - your academic career, professional career, IELTS Score, the region you want to go to Canada, if you have an arranged employment or possiblity of it. In simple words your overall application.
I would sugget you to go through Canadian immigration website and go through the various options available there in order to immigrate to Canada. The website is really helpful and has loads of information which would help to put things in better perspective.
In addition, the occupation (Engineer) requires certification by the appropriate authority of the region you want to go to, for example in Case of Ontario the Regulatory Authority is:
Professional Engineers Ontario
