I'm a dirt poor guy from Louisiana that got screwed over and am hoping to make a new start for myself in Canada. I’m currently involved in a legal battle that will hopefully provide me with sufficient capital to make the move and go to school and such. But, while I would love to become a permanent resident right away so I could have access to the free healthcare and much cheaper tuition rates, I’m just not confident that it’s possible. I only have a high school education and work experience in dead-end entry level retail jobs. As such, my Comprehensive Ranking System points are very low. Are there other ways to apply for permanent residency that may still be viable even if they take longer? Or should I give up on permanent residency status for now and just aim for a Student Visa and deal with having to get private insurance and higher tuition rates and try to upgrade to permanent residency once I have a degree and a decent job?

A student visa and a post graduate work permit would be viable IF you can afford the initial costs.
Apart from that, you are probably very very limited in your current options.
With only a high school education and retail job, there are no paths that would allow you to apply for PR now. A student visa is the most realistic plan.

If you get approved for a visa and you are a full-time student you can work while you study to cover some of your expenses, as your study permit will allow you to work as well.
