1- According to new rules (skilled worker). Is IELTS necessary for dependant (spouse).
2- What is UCI number?

1) Not mandatory for spouse but will give 5 extra points.
2) Unique number you get from CIC when you apply for any canadian visa. If you haven't applied to CIC before and don't have the number, no need to mention it.
