I am in canada on Skill work permit and i have NOC B category, and as per information i read on cic.gov.ca my spouse eligible for OWP, but yesterday i called CIC and they told me that she needs to apply for visitor visa as OWP only can be applied within canada

Kindly help me which visa she should need to apply either OWP or visitor
I m totally confuse

She needs to apply for a TRV (visitor visa)

But in Jan'13 i have alrady applied for OWP for my spouse and got rejected coz that time my status is unskilled work permit i.e. not eligible for spouse OWP
Does it good option to apply TRV now as 6 months ago i have applied for OWP.

Plz help
