I (Primary Applicant) is currently in USA and my spouse is in India.
Last week I received two RFVs for permanent residence. First one is named "<Application id> RFV PA.pdf" from Ottawa office and second one named "<Application id> RFV SP.pdf" from New Delhi office. I am assuming PA in file name means "Primary Applicant" and SP means "Spouse". Both RFVs are addressed to me and my spouse's name is not mentioned anywhere. Both RFVs mentions "submit passports for you and all accompanying family members".
My spouse is traveling to USA today will be staying here for a while. So, my questions are

- Is it normal in such cases to receive two RFVs, both addressed to primary applicant?
- Is it okay if my spouse submits her passport with me as my RFV mentions submitting the passport for all accompanying family members?
- If we have to submit our passport separately, will RFV from New Delhi works as it is addressed to me and VFS global USA website specifically says that "do not submit passports for family members until a passport request letter issued by IRCC has been received specifically for that individual."
