My girl friend currently has an exclusion order, which will expire on march 2012, and we are planning to apply for sponsorship really soon. As for the sponsorship program, there are part 1 and part 2. My question is that can i apply for part1 before the expiry date of her exclusion order? any help is deeply appreciated. thank you very much.

thank you for your reply.
we will apply under spousal sponsorship,
Even if we apply before the expiry date of her exclusion order, she wont receive any response before that, because the processing time. therefore, do we still need to apply for an arc? thank you

Here's a quote from the CIC site... Good luck!

If you are applying to come to Canada for any reason, (visiting, studying, working or immigrating),you should not submit a separate application for an ARC. If your application is approved, the ARC will be dealt within the context of that application. You will simply be asked to submit the fee.URL: http://www.cic.gc.ca/english/information/inadmissibility/arc.asp#a1
