NEED HELP - VISA APPLICATION

Im asking this on my friend's behalf
his qualification is bsc-it and he has 1 year experience in IT field.
he has applied for Business administration which is of 2 years post graduate cert/diploma program (north bay). His uncle is sponsoring the fees and etc.
what are his chances of getting the visa?

Ielts score - 6.5
BscIT - 60 % overeall. Passed in 2012.
1 year work experience in IT.
He has alreaady taken the admission in the college and paid first semester fees.He is opting for business diploma(2 years).
His uncle is a citizen of Canada and is sponsoring him(including accommodation,food etc) so does he need a GIC certificate? does he need to transfer 10,100$ despite of having a sponsor? and what are the chances of getting the visa approved.
