You can be in Canada and apply outland. Chances are outland may still be faster, but there is no guarantee, as no one yet knows if the times will be the same as before the process changed.

Your best bet is to view times from your outland VO.

sorry but how can I be in canada and apply Outland?with what type of visa?i live in Albania that's not part of European Union

I assumed you were already in Canada the way you worded your post. If you get a visitor's visa to Canada, you can apply outland while in Canada. The down side is you might have to travel back to your country if you require an interview.

Now with inland it's 12 months and if you do inland you can get an OWP permit while you wait for evetything

Yes. This is called 'dual intent'.

You can normally come into Canada on a 6 month visitors visa once the outland paperwork has been submitted and you have Sponsor Approval (usually 30 - v45 days after receipt of the pack in CPC Mississauga).
