Hi,

CIC has lots of information: http://www.cic.gc.ca/english/immigrate/index.asp

As a truck driver, you are not actually considered a skilled worker but there are still ways for you to immigrate. You'd first need to get a job and a work permit and you need this job to be in BC, AB or SK because those provinces will let an employer sponsor a truck driver employee for permanent residency. Getting a job in Canada when you need a work permit isn't always easy though.

You can try these websites:

http://www.canadavisa.com/career_zone/canadian-immigration-job-search.htm
http://www.jobbank.gc.ca/
http://www.eluta.ca/
http://www.monster.ca/
http://www.workopolis.com/

Since you are young enough, you may qualify for a working holiday visa for one year, that will get you an open work permit and you could have a bit of an easier time getting your foot in the door with an employer but they may not give it to you since you have a family. That would be this program here: http://www.bunac.co.uk/ You can check it out anyway.

IMHO, here is the best forum for trucking in Canada, how to get visas, who is hiring. take a look http://britishexpats.com/forum/forumdisplay.php?f=118

To apply for PR without the equivalent of a high school diploma, he will need to take and pass the GED (General Educational Development) in the province where he is residing.
