Need help to apply for a PR

Hi,

I am software engineer/developer working in an IT firm from past one year.I was deputed from India from my parent company to work with the client in Toronto.Currently,i have a valid work permit till Jan 2011.I got few questions w.r.t applying for PR under skilled workers class( category 2173).
I have a Masters degree in Computers from an Indian university.

1) Do i need to write the IELTS exam before i apply for PR to CIO office?
2) How much funds do i need to show if i am applying for PR while staying in Canada.( what is preferred Visa office)
3) My wife is also working for an IT firm as software tester( on a open work permit) from past couple of months,would that help in anyway?
4) What kind of documentation would i require to support my work experience.I have in total 4+ years of experience.( 1yr in Canada,3yrs in India)
5) Do i need to notarize my education certificates here in Canada or India.Which one is preferable?
4) Any additional things that i need to take care of before i start applying?
