Question 13 asks about immigration status held in any country. I was in USA on student VISA and H1B VISA. Should i mention this USA status as an answer to this question? Or they asking only about PR/citizenship?

I think in the status column states student as an example
 
if u never had any other country citizenship then Ur country of birth. then u just type ur Country name or Ur Country of Birth or Passport r u holding.
as i Understand Q13 is only regarding Citizenship or PR(green card) holder.
Student Visa or H1B visa i don't think consider as a Citizenship or Immigrant status.
 
If you check the table for q13, you will see they habe specified student as example

. Can my b.ed degreewl would be equivalent to masters for Saskatchewan?

Include Citizenship, PR, Student, Work/Employment visas.

No need to include tourist visas or Visitor visas.
