Need help please with passport submission-unique situation

Hello Everyone,

Background - I applied PR from Canada in 2011, and my file was transferred to Buffalo, then to Ottawa and then to Port of Spain last year. Last week I received passport request for self (in Canada) and my family (in India). They had requested all passports to be sent to Port of Spain, Trinidad and Tobago.

Issue - My understanding says, it is not legal to send passports outside of India. VFS Chandigarh refused to accept passports as on the passport request it does not say to submit the passports at VFS or Chandigarh High Commission. Canada High Commission in Chandigarh would not take appointment requests, nor phone calls and won't reply to emails. We also sent an email to Canada High Commission in New Delhi last week, unfortunately, they have not yet replied. They wont answer the phone either.

I am not sure what path do we take, as it will be 2 weeks since we received passport request and they gave 8 weeks to submit the documents and asked to land before Aug 28th. This is cutting too close.

What are my options for passport submission? Any help is highly appreciated. Is is possible to physically just go to Canada High Commission at New Delhi and speak to someone in customer service or inquiry (if there is any), and explain our situation.

Send email to your visa office and requesting for passports submission to Ottawa or New Delhi visa office.

Thank you for your reply. I did send them an email a week ago but no reply yet. I sent them another email today too.

Arrange to bring the passports to canada from India and send them by courier to your visa office.

My wife is going to CHC New Delhi next week and see if they can help. Mean time, I am trying to find someone who may be able to carry our passports to Canada. This is just rediculus from Visa Office's point of view, as they knew from the start that my family was in India and would be aware that people have asked the same question in the past and they would have sent some kind of email to CHC New Delhi to help them process these passports.
