I don't have any Job offer means i could not take the work permit, any advise? Or should i apply for PR in order to get some jobs in canada?

Without a job offer - you cannot apply for a work permit.

Yes - you should look at immigrating. Canada has many immigration programs and you will need to research them to see what the requirements are. Use the second link I provided to you above.

I did try...but before that, is it better that we process directly through canadian embassy website ir through an independent immigration kawyer website?

Independent Immigration lawyer's fees looks vary and is it safe to pay some amount when we haven't get anything from them?
