Short story:
Applied as a pipe fitter last year.
Got medical clearance last January 2013.
Got a message last May 25 from the agency that they had
my visa.

yun nga lang hindi pa ako makakaalis.. sabi kasi ng agency namin, hindi muna daw magpapaalis ng mga skilled workers yung employer
na nag-interview sa amin. sabi din nila na kung gusto ko daw kunin ang visa ko ay pwede naman daw. sinabi din nung taga-agency
na kung mag-aapply ako sa ibang employer at yung employer na yun ang magpapaalis sa kin ay hindi din daw pwede, kasi under
daw ako nung unang employer na pinag-applyan ko. makikita daw yun ng immigration officer sa canada na under ako ng una kong employer.
ask ko lang sa mga dalubhasa dito, totoo ba yun? at since hindi na kailangan ng LMO ng mga pipe fitter at work permit
lang ang kailangan, pwede ba ako mag-apply sa ibang employer directly?
sa pagkakaintindi ko kasi, since may visa na ako, kailangan ko lang ng employment letter para maka-secure ako ng work permit sa immigration.

And recieve a message from the agency that they already had my visa.

i don't think so. the agency told me that the employer which i applied to, stopped hiring skilled workers for awhile. they also told me that if i want to get my visa they will gladly give it to me.
They told me that i can't use my current visa if i would ever apply for another employer directly because it (the visa) is under the name of the previews employer.

As far as i know, pipe fitters can go to alberta, canada even if they have no LMO. They just need an employment letter just to secure a work permit.

My question is: Is it true I can't use my current visa to apply for another employer?

You can go to Canada and when you get to the port of entry the officer might verify your employment from the Canadian employer. Your employer can either confirm or deny your employment. That's between you and the employer, if he confirms you will be employed then say hello to Canada since a visa is not a guarantee that you can enter Canada. If he denies your employment then the officer will send you back home on the next flight. Once you get to Canada you can look for a job with LMO approval (since you're a pipe fitter, I believe its not going to be difficult - oil sands/fort macmoney etc.). You can apply for a work permit for another employer. It's an all or none situation for you. To be safe just look for another employer who is willing to process your LMO and resubmit another TWP application. As of the moment, I believe there is still a lingering issue concerning temporary foreign workers because of what happen to RBC bank and it has been magnified by patriotic hypocrites in Ottawa. :'(
