Now I have applied for Ph.D. in the USA and Canadian PR(Got my ECA report need to write IELTS exam). What is the chance of getting a Canadian PR or a USA visa?

It's not a numbers or "chances" game. If you satisfy the requirements to apply for PR your application will probably be approved, and if you don't then it will not be. If your US visa was cancelled then you will have to deal with that separately. As you know, the current US administration is in no mood to approve visas.

Your chances of getting a USA visa will depend on the reasons why your previous USA visa was canceled.

Your chances of getting Canadian PR will depend on how many points you have and if you are selected out of the applicant pool. Make sure you declare the USA refusal in your Canadian PR application.
