To sponsor my wife do I need certain amount of income or as long as I work full time job and marking around $ 20,000 is ok.

There is no minimum income requirement for spouse sponsorship. You just can't be bankrupt or on welfare.

I have filled out consumer proposal. Will that effect on the sponcer. I didnt go for bankruptcy. Iam still paying off my proposal.

Consumer proposal is an alternative of bankruptcy, in legal terms it is not a bankruptcy. therefore, you don't fall under bankruptcy that lead to sponsorship ineligibility.

Yes you are Ok as There is no Minimum Requirement for Income for Spouse Sponsorship.
Remember to Include Option C from CRA.And a Job Letter or Notice Of Last assessment.
Consumer proposal Should not be consider as Bankruptcy in your case as it is Alternative of Bankruptcy.
