so i came to canada when i was 6 years old raised and grew up here till i was 14 then moved back to libya for 2 years then came back to study here in Canada in 08, my first native lang, is English i dont write or read arabic. im currently 23 and all of those years (15 years) i have been here i was carrying a study permit valid but soon to expire.. my question is now that i haven't graduate and planning to do so, i do want to stay here as its my home, i have already found a job offer and applied for LMO but lmo takes a while to get so i was told to go home and wait for LMO and then apply for TRW and come back that way, my issue is, what if i leave and lmo doesnt come, what if i get denied TRW, i was debating if i should declare refugee here while im already in Canada,, what would u guys recommend me to doé
 
Nothing you've mentioned so far qualifies you for refugee status. Not speaking Arabic and/or wanting to stay in Canada aren't reasons. You have to PROVE your life is in danger by showing evidence such as newspaper articles against you or hospital reports showing you we're attacked.

If you don't qualify, don't try it. Please don't waste taxpayer money.
 
well the situation in Libya is dangerous and i would have no future there, its not stable or anything would that carry out as everyone can see on the news, nd plz dont give the bul shit of taxpayers money im not gonna be dead weight here in Canada, nd i already volunteer any chance i get for the city and donate blood every 6montths, Canada is home ,if i went to media or told my reporters friends my status i swear you would hear about it in the National at 10pm tonight i can make a splash, every one around me thinks im Canadian, unforuntally i dont have a piece of paper to show for it.
 
None those are reasons either. You should probably read up on what actually qualifies as refugee.

Can you continue your studies here? Either that or wait for the LMO. But given your string ties to Canada, it may be hard to get the work permit. I wouldn't exit Canada unless you're given a deportation order. If the twp is taking too long request visitor status. Then you'll at least be allowed to stay as a visitor until they make a decision.
 
Once again, you have to demonstrate that you, the individual, are in immediate danger. The potential for Libya or any other country to have a civil war or strife doesn't qualify. In order to qualify for a refugee, you must show your life is in immediate danger by showing hospitalization records from attacks, newspaper articles in that country naming you as a enemy for things like freedom of speech, women's rights, etc. You're looking for H&C grounds and the issues you have listed so far so not qualify for any of them.

CIC tells people not to volunteer. It is on their website. Even visiting the work site is pretty much forbidden before getting the work permit.

You probably misunderstood what CIC told you. This will be in your file indefinitely, but they are saying if you leave by their requested date, you won't face an exclusion order. An exclusion order makes it even harder to return in the future. However, if you make this refugee claim and it's denied (very likely) you WILL be deported and face an exclusion order. So it's your choice.
