my wife failed citizenship test also refuse from judge in sep 2010
now she want to reapply so she need that Language requirements or what else
she left school in lavel 3 and also she finish 11th class (high school) in backhome Pakistan
so she can apply with that certificate

according to this news so what should she do now ?

If she already failed her test and saw a judge in 2010, this new bulletin for allowing failed applicants to re-take will not help in her case.

If she completed secondary school where all the subjects were taught in English, that certificate should be sufficient. She should send it along and some info about the school. Immigration needs to be clear that all the subjects were taught in English.

If they find that it is not sufficient, the low cost option for her would be to take CELPIP general LS, see http://www.celpiptest.ca/celpip-general-ls/
