Request advise all respected member regarding new baby . I have oath ceremony on 22 july 2013, Mean time i am also expecting child after 15th july.
Recently I have sponsorsed my wife just a week before and send sponsorship application on 30th of june 2013(one week before) and waiting for acknowledgement.

I have question if my baby born before my oath ceremony(22 july 2013),

1-what documents and procedure i need to do to make my baby process quickly to include his name in CIC record and apply for passport,how much time it will take to come my new baby recored in CIC.

2-if my baby born after my oath ceremony(22 july 2013), mean he born after 22nd july,what documents and procedure i need to do to make my baby process quickly to include his name in CIC record and include his name and update my wife sponsorship case and how much time it will take to come my new baby recored in CIC

Now i have plan to take oath ceremony and after taking my canadian passport i need to travel to spend some month with my wife and baby in my mother country.
If mother and expected child are not canadain permanent residence and her case in process in CIC under family sponsorship, can i entitle any kind of financial benefit for my expected child,when i suppose to jobless during stay in my country or when i will come back canada(may after 3 months) i have entitle for any benefits for my new baby, or all benefit i will entitle when he will get after receiving PR or Passport?

Very interesting scenario. I'll state how I see it and see if others corroborate or refute.

The way I see it is the best thing would be for your baby to born after you become a Canadian citizen. As a citizen, he/she would be entitled to HealthCare notwithstanding any provincially required 'waiting period' (Ontario is 3 months upon moving here). If born before, then (again the way I see it) he/she would have to be added to your wife's application for PR, that is currently pending.

I agree with this, although obviously the OP and his wife have limited control over when the baby is born! (There is one tiny disadvantage to the child becoming a citizen by birth abroad, rather than naturalized later. That's that if the child later parents a child born outside Canada, then that child may not be a Canadian citizen.)

In either case, I think you should send a letter to your visa office explaining that the baby has been born. If the baby is born after July 22, you'll want to do this and also apply for a passport for the baby.

In terms of benefits, most benefits will be limited to once the child lives with you in Canada. This usually doesn't depend too much on the child's immigration status. Some tax credits take into account that you're married and have a child, even if they live abroad. Some others are restricted to cases where you are primarily responsible for supporting your wife and child financially while they live abroad. What benefits are available also depends on your province of residence. This is something to look at in your tax guide when you file your tax return.

You can't get employment insurance regular benefits while you're abroad, except for a very short time and in special circumstances, or if you're looking for a job in Canada and would return if you found one. However, apparently, being outside Canada doesn't prevent you from receiving EI parental benefits, or Quebec Parental Insurance benefits.
