Need advice

Hi I'm new to this site and hope someone can give me some advice.
I'm a Canadian and my fiance is Jamaican. We've been together for 2 years. We lived together on another caribbean island where he still is. He applied for 2 visiting visa and they were denied. The reasons were finances and purpose of visit. He showed over $3000 canadian dollars to visit and my parents wrote an invitation letter inviting him to Canada.

I've been in contact with my local immigration office and they suggested that we get married in Jamaica and deal with the canadian counslate there. Have all our paper work ready and go to the office.

Or get him in canada by work permit.

I'm not sure what to do at this point. We are very close and just want to be together. I was told that once we are married there is no guarantee that they will let him into the country right away while he waits for the application to go thru and that may take 8 to 13 months. I can't wait that long for him to be with me. We have made to trips to be together since November and its getting costly.

I've also seen that there are a few provinces that are in need of people for work due to shortages. So not sure if we should try that way first?

Any advice I will greatly appreciate. We just want to be together.

Are we able to apply for a work permit and apply for his PR after we are married at the same time? And see which goes thru faster?

If you are a Canadian citizen you can sponsor your husband from abroad or if you are in Canada right now. They usually want 10,000 in the bank and numerous evidence to prove that the applicant will return to their country. It's very difficult to get. Even if you go through with the spousal sponsorship, chances of him getting a travel visa is slim to none. He would have a hard time proving his return especially after marriage.
Work permit is hard nowadays as well and would take a lot longer in process than a spousal sponsorship outland. Kingston timelines seem to be around 7-13 months.. It unfortunately doesn't seem to be a fast office either. If you can afford to perhaps you could stay with your future husband until the process finishes, that's one option. Keep in mind you have to include in your application plenty of evidence to show the genuinity of your relationship such as boarding passes, plane tickets, passport stamps for exit/entry, chat logs, emails, cards pictures etc.
You will find plenty of people here in the forum in the same situation as you.. no one wants to be seperated from their significant others for that long but unfortunately that's how it is. If you have any other questions, you will find a lot of people in this forum with some great advice..
