Has he secured any admission in Canada, I think the IELTS score required for medical field is around 7.5......

He should apply for the graduation to secure visa. For this he must required IELTS.

Secondly, PGD also require IELTS, Most of students usually find the colleges that not require IELTS. This mistake effect on visa because many of the student has been refuse due to IELTS. On the other hand CHC never require IELTS but it can refuse case on English proficiency. He should appear in IELTS first.
