I'm a mom of three children,i have been eight years in Canada as a visitor visa with my husband ten year as a study permit , my two children are Canadian,one Toddler is not a Canadian we want to go back to Canada so my children can be safe from the war in Libya and to have a good education and health, so what could i do to go back?
 
You will need to apply to immigrate to Canada - likely as economic immigrants (Federal Skilled Worker program / Express Entry, Canadian Experience Class, Provincial Nominee class). Information about Canada's immigration programs can be found here: http://www.cic.gc.ca/english/immigrate/apply.asp

Having Canadian children gives you no benefits. You will have to follow the same process as anyone else to qualify to immigrate and apply.
 
well i came back to my country after the end of the war as i thought ( but it is not going to end yet)
 
If you want to apply for asylum now from outside of Canada, you would first need to move outside of Libya and secondly be recognized as refugee by UNHCR or a similar referral organization.

If you want to apply for asylum in Canada, you need to obtain TRVs and come to Canada as tourists.
