I’m writing this to help anyone that may be asking the questions I was asking.
I’m from Barbados and went to Canada before applying for the study permit thinking that I could apply online inside because I was at college but studying at the secondary level. I sent in the application for inside Canada mid-July and got the refusal mid-September. The processing time was based on study permit extension. As long as you are not in high/secondary school - you need to apply outside or if you are inside you can mail your application to Los Angeles. I was given this option by a CIC rep over the phone but I decided that I would just go back and apply in Barbados.
At the time, Barbados’ processing time stated three weeks but that’s more of a maximum. I’m 17 and didn’t need to send a custodian form since that’s for 16 and younger. I made sure to send in a letter of explanation explaining that I was 17 hence why I didn’t fill out the background information and that I got that previous refusal.
As long as you provide all the truthful information, apply using the correct application and include a letter of explanation which explains anything out of the ordinary as well as proving for tuition fees + 10,000CAD (and everything else in the checklist) you should be fine. Only after the processing time is up is when you should send in a web form enquiringly about your status.
I got the acceptance in a week and got the letter the day after the status changed to accepted. If yours takes longer than a day or two - send in a web form enquiringly about the letter.
