My son PR obligation

Hi,

Me and my family is PR. We cannot fulfill 730 days PR obligation. My son is 12 years old. After 6 years, may he apply to PRTD and return back to Canada alone? He wants to live and study in Canada. He will be able to get admission to Canada universities.
When my son will apply for PRTD, he should explain why could not return to Canada. If he will write on case that, he was a child and that is why could not return to Canada, and now he want to move Canada, may IRCC accept this reason?

Impossible for anyone to predict what will happen 6 years from now.

How much time he spent in Canada previously will have a bearing on a PRTD application. Government of the day and their policies will also have an impact.
