I made my initial application for Canada visitor on August in China. And it has been approved on 2015/08/18. But at that time I need to go back to USA to finish my graduate studying. That's why i can't send my passport to Citizenship and Immigration Canada's office in China.
So i started another application in America last month. Because MYCIC's email told me that my initial application would be closed automatically in one month if i didn't send my passport. I finished my application again this time and paid the money. But I just received the email that said the office is unable to process my subsequent application because my initial one has been approved. And "Your file has now been closed and no processing will take place. If you wish to submit a new application, you will have to resubmit all required documents and pay new processing fees." I just want to say, it's unfair for me! Do you want to charge me for one more time? I started the new application because I am in American now! I can't go back to China and send my passport to you. And the first approval already expired!!! I need my visa and please help me!

No, it's not unfair. And, no, CIC does not charge excess/overcharge applicants.

It is expected that applicants will check/know the indicative time for the entire processing (also posted on the CIC website).... before they submit their visa applications This would help applicants to plan accordingly.


You could've done two things after your first application was approved:
1. Sent a Case Specific Enquiry to the Beijing/Ghangzou/Shanghai visa office (the appropriate one).... requesting for expedited stamping as you had to return to the US, or

2. Sent a Case Specific Enquiry informing the visa office that you would be returning to the US shortly. The visa office would've advised you of the next steps for TRV stamping

Thanks so much. But the truth is I will not go back to China until May,2016. So I can only apply for Canada visa in America. And the email from Canada office said after one month of my approval, it will expire automatically. Then I just started a new application here.

Can you give me some suggestions now? I can't go back to China now and I need to go to Canada in December.
 
You cannot submit your passport for the first application (30 days has passed since then). You'll have to apply from scratch a second time in the US.

You must provide a copy of the previous passport request.... and mention your TRV application was approved earlier, but you could not submit your passport because you were returning to the US.

Average processing time is 42 days for LA/52 days for the NY visa offices. You may get a decision sooner than this considering your previous approval
 
That's why i said Canada office just wants to charge me for one more time. In my recent application, I already told them the situation i faced and why i must start a new application in USA. And they still Withdrawn my application and told me to start a new one. What's the difference between my upcoming application and the recent one? I need to provide the exactly same documents and pay for 3 times!
 
And can you give me the contact number of Canada office? I called 8882422100 and it said the dial can not be completed.... I don't know what's wrong with that.
 
How many times have you applied? Once in China and then in the US? Or is it once in China and twice in the US? And dates?
 
If you have withdrawn your application, you may get a refund if the visa office did not begin processing. You can contact the visa office through a Case Specific Enquiry to enquire about this:

When did you apply the second time (i.e. in the US)? And when did the visa office request you to withdraw your application?
 
This is the letter from the office:
This is in reference to your application for a temporary resident visa.
According to our records, your initial application for a temporary resident visa was
approved on 2015/08/18. Consequently, our office is unable to process this subsequent application for a
temporary resident visa.
As processing has already started on your application, you are not eligible to receive a refund of your
processing fees for this application.
Your file has now been closed and no processing will take place. If you wish to submit a new application,
you will have to resubmit all required documents and pay new processing fees.
 
My second application was submitted on October 26, 2015. And the state for that application is "Withdrawn" now.
 
Please delete your visa number in your previous post.

Your second application was well after the 30 days for the earlier passport submission. You can try sending a Case Specific Enquiry to the appropriate China visa office explaining your previous TRV approval + your situation + the application in the US.... and enquire if it is possible for you to send your passport to either the LA/NY visa offices for stamping.
